hello,

is there a case when someone get into a page by clicking on another page, but the the page don't have $_SERVER['HTTP_REFERER'] value?

if so, in what cases?

Yes, the HTTP_REFERER value is an optional header value. Many proxies (and I am sure some browser somewhere) strip this value or fill it with something false. That value comes from the browser, not a server. It's not something to really trust.
