pc will not power-off when i shut-down.

Specs: Windows XP sp1a, intel m/b 512ram
did a re-install of os and restored some of the"previous programs and settings" and found that an upgrade to sp2 or 3 would not completely install because the database -ODBC- cannot be accessed. Solved in part this problem by taking ownership with permissions-Drive C Security setting - Under drive C >Properties>Security>Ownership/Administrator/User permissions etc.etc.
Landed-up going into group-policy snap-ins,and shut-down or tried to anyway but the Pc would not power-off,had to press and hold the power-on/off button to do this.

seen this before when some programs ignore the shutdown call. Solved by making a link on my desktop pointing to "shutdown -s -f -t 00" this will force shut the computer down fully swap -s for -r for a restart.
