I have the same problem with opening programs now but I have windows 7. Any suggestions?

I'm now getting "can not import C:\users\atshelby"...not all data was successfully written to the registry. some keys are open by the system or other processes.
Also, I noticed when this started happening, I no longer have administrator rights to my computer...I've created several new administrator accounts, but I still can't access what I need as an administrator.
I am also now shut out of my options to boot to safe mode using my F8 key.
