I was doing something on my computer, and I clicked on the control panel. There was nothing in there. It says at the bottom that there is 31 files in there but I cant see them. The same goes for my hard drive. If I click on it through My Computer, It shows absolutly nothing, it says there is files there but I cannot see them.

What exactly were you doing? Easiest thing to do is System Restore.

Upgrade to XP and don't look back. XP runs 10 times better than ME.

Did you by mistake hide the folders? Check your folder options to view hidden.
