I had to disable them manually in Google Chrome even on Windows 7 because those two Norton features keep crashing. They work okay in IE9 though, so my guess is in your case they aren't compatible with IE10.
Symantec is no doubt working on the problem and it'll be fixed in a future update to the program.
You can open IE10 and check the toolbars and add-ons list. If those two Norton features are disabled or unticked, enable them and see if they work. I don't have IE10 so I can't explain where to look.
