I had a runtime error problem with an upgrade to norton Internet security 2002 so I bought and installed the full version. Now it remains on the defaults even though I have changed the firewall and privacy to prompt me about active x and block cookies, but it just allows everything !
I have enabled privacy and security.
I am completely puzzled
Does anyone have any ideas ?

Hey there- try a manual uninstall and then reinstall. I know the instructions seem daunting, but I have done them in less then 15 minutes. Below is detailed instructions. (NOTE I am assuming you are using win 95/98/me... but 2000 or XP should not be too different)

Manually uninstalling NIS or NPF requires deleting elements from four parts of the operating system:
The registry
The Start menu
The product folders
The desktopTo delete items from the registry:
CAUTION: Symantec strongly recommends you back up your system registry before making any changes. Incorrect changes to your registry could result in permanent data loss or corrupted files. Make sure you modify only the keys specified. Symantec is not responsible for any damage caused by editing the registry. If a backup of the registry is not made, Symantec will not be able to help. For instructions on how to backup your registry, see the document How to back up the Windows registry before proceeding.
NOTE: Each time you click Delete on a registry key, Windows prompts you to confirm the deletion. Click Yes when the dialog box appears.
1. Click Start and then click Run. The Run window appears.
2. In the Open box, type regedit and then click OK. The Registry Editor opens.
3. Navigate to the following key:HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services
4. Navigate down the left frame. Locate and then delete the following key.
SymProxySvc
5. Navigate to the following key:
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\App Paths
6. Locate and then delete the iamapp.exe key.
7. Navigate to the following key:HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Installer\Components
8. Expand Components. Locate and then delete the following keys:

EC2DEACE930A30746820234E008A44349. There are other keys that still need to be deleted. Move the cursor to the top of the Components list, so that the first item on the list is highlighted.
10. Click Edit, and then click Find. Type 4012E0D7 into the "Find what": box, and then click Find Next.
11. Delete each key that is found. After deleting an item, press the F3 key to continue the search.
12. Click Cancel when the Find screen appears. This indicates that all items in the Components list has been searched.
13. Repeat steps 9 through 12 until the Find screen immediately pops up. You may need to repeat these steps several times to ensure that all appropriate Keys have been deleted from the Components section.
14. Navigate to the following key:HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Uninstall
15. Locate and then delete the following key:
NIS: {71DO3DD3-C6D9-4503-A1CC-FBA576F6CFE3}
NPF: {1D54BDAC-C362-4849-B52F-814319CF5057}16. Navigate to the following key:
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Installer\Features
17. Locate and then delete the following keys:
NIS: 3DD30D179D6C30541ACCBF5A676FFC3E
NPF: CADB45D1263C94845BF2183491FC057518. Navigate to the following key:
HKEY_LOCAL_MACHINE\Software\Symantec
19. In the left frame, locate and then delete the IAM key.
20. In the left frame, locate and click the InstalledApps key.
21. In the right frame, locate and then delete the following values:Norton Internet Security
Norton Internet Security Data22. Navigate to the following key:
HKEY_CURRENT_USER\Software\Symantec
23. Locate and then delete the IAM key.
24. Close the Registry Editor.To remove NIS or NPF from the Start menu:
1. Right-click Start.
2. Click Open.
3. Double-click the Programs folder.
4. Right-click the Norton Internet Security or Norton Personal Firewall folder.
5. Click Delete then Yes.
6. Close the Programs folder.To delete the NIS or NPF program folders:
1. Using Windows Explorer, navigate to the C:\Program Files folder.
2. Locate and then delete the Norton Internet Security or Norton Personal Firewall folder. If the NIS or NPF files are located in a different folder, navigate to that folder.
3. Navigate to the following folder for your operating system:Windows 98 - C:\Windows\Application Data\Symantec
Windows Me - C:\Windows\All Users\Application Data\Symantec4. Locate and then delete Norton Internet Security or Norton Personal Firewall.
5. Close Windows Explorer.To delete the icon from the desktop:
1. Locate and then right-click the NIS or NPF icon on the desktop.
2. Click Delete.
3. Click Yes.NIS or NPF has been successfully uninstalled from your computer.
Restart your computer.
