Here's a link to the Norton Message Board, someone has asked about your "unable to initialize the virus scanning engine data base files",
tech support has not answered yet but hopefully will soon

Found your other error message at their site
Error: "Nmain caused an error in Nmain.exe" when starting Norton AntiVirus
Good luck

You should have got this message after doing a system restore , if i am correct the OS should be Windows ME , if i am correct try to follow these steps

Click the Start button, point to Programs, point to Norton AntiVirus, and then click Uninstall Norton AntiVirus.
The Norton Uninstall Wizard window appears.
Follow the instructions in the Uninstall Wizard, clicking Yes to All when prompted to remove shared files.
Restart the computer.
Click the Start button, point to Programs, point to Accessories, and then click Windows Explorer.
The Windows Explorer window appears.
In the left pane, click on the plus (+) next to C: to expand the directories.
Double-click Program Files.
Double click Common Files.
Double click Symantec Shared.
Click to highlight VirusDefs.
In the right pane, numbered folders may still exist after the Norton Anti-Virus uninstall. They would have a few Folders with a number of numbers in front of it like 200001.780082
Delete each similarly appearing folder. Do not delete any other folder that may be present.
Close Windows Explorer.
Reinstall Norton Anti-Virus.
When reinstalling, choose an install folder different from the default install folder.

Go to C: drive ; then open Program files; then click on Norton Anti-virus folder. Open your quarentine folder and delete any .cab files. Remember, that was the virus that your computer detected before this problem occured. Open your program and it should work. If it doesn't, reinstall the Antivirus program and be sure to delete any cabinet files in your quarentine folder.
