No icons and startup menu on desktop (Win98)

I just set-up my old windows 98 eMachine computer and theres a problem. When it starts up it goes to the desktop and im missing my startup menu and icons. I press Ctrl-Alt-Delete and nothing really happens I can't open new task because its win98. I remember why I took the computer down, it's because 3 years ago it just happend and I was too lazy to fix the problem, i got a new computer and all but now i'd like to fix this one. Help please!!
