No icons and start menu

I need help. There is no start menu or icons on my computer just a backround. I have tried the explorer.exe but it says i don't have permission to get to the file.
PLEASE HELP!

Please save this file to your desktop if possible. Win32kDiag.exe

Please double click on the Win32kDiag file and post the log it produces. This log might be quite lengthy and may take more than one post to get all of it posted.

If you cannot download it to the infected computer download it with an uninfected computer to a usb drive or cd the run it on the infected compter,

You may have to search for the log if the program is not run from the desktop. The log will be named Win32kDiag.txt
