NIS LiveUpdate Setup for Child User

I'm using Windows XP with Norton Internet Security 2003. I need to limit internet access to some users so I have setup a "child" user account in the NIS and an user for Windows XP. At the same time, I like to be able to update any MS critical updates and NIS updates automatically under this user.

I have permitted www.symantec.com and www.microsoft.com sites for parental control settings for Child User in NIS. For program permitted, I have selected General and File Transfer.

I looked under the NIS manual: LiveUpdate-troubleshooting and it states that "Log on to an Adult or Supervisor account and run LiveUpdate. This creates rules that let anyone run LiveUpdate."

But I can't find any information regarding to how to setup rules that let anyone run LiveUpdate. Any suggestions? If needed, I guess I can use power user for window but still like to limit the internet access. It says that when I first run the LiveUpdate, an alert appears to help me create this rul, but it wasn't obvious for me.
