NIS ad blocking not working

After reinstalling NIS 04 twice,the ad blocking feature still doesn't work.Its selected as Enabled but yet it is clearly not working.
I made sure I uninstalled and deleted the proper components\folders before the reinstalls.Also,I know all the processes which should be running,are running
Anyone know how to get it working?
