I WAS WONDERING WEATHER I CAN TURN OFF MY WINDOWS FIREWALL WITHOUT AN ADMINISTRATOR PASSWORD, IF SO.. HOW?

Enter the control panel and select windows firewall and turn it off.

Why do you want to turn it off to begin with? If you have another firewall solution, it should turn off Windows Firewall itself by default. I would not recommend browsing without a firewall, even the crappy one built into windows.
