Most programs won't run/open in Windows 7 64

Specs: Windows 7 64-bit, i5 / 4gb
After running a virus scan and removing a few files, only a few programs will open. The ones that will open seem completely random, for example, Internet Explorer will open, but Firefox won't. Notepad will open, but Word won't.

I'm also unable to open system restore, the uninstall file list, and I am unable to install anything.

There are no messages. I simply click an icon, the computer shows the cursor change to loading for a moment, and then it just acts like nothing happened.

This also happens in Safe mode

I've already download and tried merging an .exe fixer with the registry. It said it was successful, but it doesn't fix the problem.

I've already tried "sfc scannow" in elevevated command prompt, which seemed to fix a similar issue for someone else (found another thread on this where it worked), but it just returns something along the lines of "found some errors, couldn't fix all of them".

When you say "open the registry" editor, are you referring to reg.exe?

If so, bad is one of the programs that won't open...

How about cmd.exe? If you browse to %Windir%\system32 | locate cmd.exe and rename it explorer.exe | then attempt to run it | Does this work? If it does, it opens the door for a fix.

Why would I need to rename cmd.exe to explorer.exe?

I can open up both explorer and cmd from just typing them into the start menu? Is this sufficient?
