Missing Control Panel

My control panel has disappeared and I haven't a clue as to where or why. I can't add or remove programs and keep getting an error message that reads "This procedure is not allowed due to restictions placed on this computer. Contact your system administrator". What restrictions and by whom? Thanks for any help.

Robert, Right click your start button, choose Properties, under the Start Menu tab click the Customize button, under the Advanced tab>Start Menus Items:>Control Panel select "Display as link", click OK/Apply/OK.
If that doesn't correct the problem go to the link below and scroll down to line 256 (left column) and click on "Restore the Control Panel" to download a reg file fix. Save the REG File to your hard disk. Double click it and answer yes to the import prompt.
