Your computer are infected with virus and spyware.
you should update anti virus program and scan whole computer.

You can also download and install Malwarebytes and scan your computer in Safe Mode.

After scanning you can change the extension of file.

Open My computer > Tools > folder options > view tab >
select "show hidden files and folders.
Remove the tick mark from " Hide extensions for known files types".
And also remove tick mark from " Hide protected operating system files.
Click on Apply and the OK.

Select any jpeg file (means now, exe file). Example, abc.exe
Right click Rename > change the file name or extension from ".exe" to . "jpeg".
Example ---
abc.exe > rename the file > abc.jpeg

Try to reboot the computer and check

It's definitely a trojan virus work. You might loose the infected files once you run a trojan remover Scan. But can you do the open with command on the infected .jpeg? Try to check if you can then open the file with a window fax and picture viewer. But it may do some risk that you might open a trojan that may cause more harm on your system so I don't know. But why don't you try on erasing the .EXE on the picture file then type .JPG. But before you do that copy the file that you want to change to another folder but the folder is must still be in that same partition where is the infected file is. Try those or just run a trojan remover.
