is this a virus? how get out of start-up?

Specs: Windows XP
I have sqlmangr.exe.vir /n in start-up menu. I've disabled it, but can't figure out how to delete it. Is it a virus? It showed up right before Win32/Nuqel.E and BankerfoxA showed up. Any advice?

sqlmangr.exe is located in a subfolder of "C:\Program Files" - mostly C:\Program Files\Microsoft SQL Server\80\Tools\Binn\. Known file sizes on Windows XP are 81,920 bytes (44% of all occurrence), 74,308 bytes, 69,632 bytes, 110,592 bytes.
There is an icon for this program on the taskbar next to the clock. The file is not a Windows system file. The application can be uninstalled in the Control Panel. Therefore the technical security rating is 14% dangerous
