Is this A Spyware or Virus?

Howdy,
I was trying to visit a website that I reguraly visit and I saw this message:
In order to view your website, please remove this file "index.html" and replace it with your own index.html file.
Is this something, I have to do in my computer? Or is this something that the Web Administrator has to do?
I don't want to do something in my computer that my cause it some harm, because I was dumb in doing something I didn't have to do.
I was doing a Google search, but I see the same message in alot of websites.

I would scan your PC with the favourites, AdAware, Spybot etc to see what it finds. Index.html relates to the main webpage at any site, usually the home page all other pages stem from this a bit like your family tree Index.html goes at the top.

Thanks for the advice. I noticed the website is up again but some of its features are not accessible so I am ssuming it was them.
I have done a spyware, adware, and virus check, and an online scan...nothing shows up so I assume it was the website.
