Check this site:
http://www.internetpulse.net/

It shows where the problems are with the major backbones of the internet. It could be equipment failure or other things. When the slammer worm hit last January, nearly all the squares were red, some for several days.

There's another site about internet latency and causes but I can't remember where it it.

Click on "view the most recent raw data".
Doghead, are you in one of those red or yellow areas shown?

Here's another site with interesting info:

http://isc.incidents.org/

It says "Odd DNS issues likely caused by QHosts trojan." Maybe that's what is causing the problems you are seeing.

Suzi, I'm in southern Ontario. There has certainly been a spike in response time; just suddenly SNERT upwards.
