my pc is infected wht some sort of hijack when i try to run the browser i get this mosstly. "res://wtlbass32.dll/HTTP_Blocked.htm"

Thats part of your hijack and a new browser helper object (BHO).

what to do in XP? I deleted wtlbass32.dll in Repair Console,it copies itself again in normalstartupmode. I tried to remove dll in Safe Mode, I copies itself again in normal startup.
