When do you get this error and exactly what does it say?
Type the file name in the search box and see if it exists in your system. If so let us have the full path.
You could also use the Windows key + R which brings up the run box. Type msconfig in there and see if there is any reference to it in Startup. If so you could uncheck it which would disable it for the time being.
One website suggests it is for "MAGIX PC Check & Tuning". Does this mean anything to you? It sounds like another one of these wonder programs that probably does more harm than good. If you have it, uninstall it from Control Panel > Programs and Features.
Avoid all the pointless junk being pushed on the internet.
