It depends - if you are on dial up, yes, you get a new IP address every time. If you are on DSL or an always on connection, your IP address stays the same.

on my dial up i usaly get 1 of 10 diferat ones. unless there all used than i get a diferant set of ten. but normaly it seems the first set seamd to allways revert back.
some one explained why this was once. but i cant think of it off hand. maby some one else knows?

dynamic ip changes almost everytime, the ip pools,can be in units of
a set number, so if your isp has it set to ten,then as long as one of those are available, you have a one in ten chance of getting the same ip, (not all isp's do this)
depends on the server setup.
static ip, is always the same,(a fixed ip) and when you setup your dial-up networking, you have to enter an ip number, where it says "specify an ip address", if "server assigned ip address" is checked then it's a dynamic connection.
and dsl and cable can use both, as can dial-up,my first isp used static ip's with dial-up, untill they merged with another isp.
(this may not be totally accurate, just my understanding)

i got the dynamic and static part right,
but, the ip number you get depends on which modem pool, (or ip pool)you get connected to, and the amount of modems in a pool, each modem has it's own ip, at the isp. and depending on who they use as their backbone to the internet etc.
to much thinking after new years, :)
