internet possibly being throttled or spyware?

Specs: Windows 7 Home permium, intel core i3-2310m 2.1ghz 4gb RAM

my internet has been getting alot slower in the past few months, my ping is getting horrible, sometimes up into the thousands and my dl speed which, when tested should be around 1mb/s is at around 80 kb/s, i ran traceroute and got some suspicious looking results, ive run malwarebytes spybot, and ad-aware is currently scanning and has found something, but its looking really terrible as of now. Is it possible my internet is being throttled? i got warned for piracy a little while back but i dedlted everything right away. Heres the report on the traceroute

How can I view the Scan log file?
The scan log file is a detailed information log about the scan.There are two ways to create a scan log file.

* From the Main Status screen click 'Statistics' and select the scan which you require the log file for from the scan statistics drop down menu.

Click on the "Export Scan Log" and save the scan log file as a text file to your computer.

Or-

* After a scan is completed on the 'Scan Summary Screen',
Click on the "Export Scan Log" and save the scan log file as a text file to your computer.

as far as i can see it just deleted tracking cookies and marked some punkbuster files, thats not a surprise. My pc is running fine, its just my internet that is slow.

I would start by pushing the reset button on the back of your modem, then unplug your modem for two minutes and then plug it back in. reboot your PC wile you're doing this and then run the trace again. See if you get any changes?
