Internet Explorer not closing

OS: Win 98 SE
CPU/Ram: AMD K6/128 MB RAM
Comment:

I connect to Internet using dial-up and use
Internet explorer, But once I disconnect form
net and try close the IE windows, It closes but
new IE windows comes up and this repeats
indefinitely so that finally there are so many IE
windows that the OS(WIn 98) displays that "System
low on resource" message and hangs...
This does not happen when I am connected to net. (I can close IE windows while I am online)
Someone please help me...
