IIS FTP on XP windows firewall config

I have iis installed on my xp box and I cant get it to work outside of my LAN if windows firewall is enabled. If it's disabled I get no problems. I have enabled logging of the firewall and after viewing it I am seeing what appears to be random ports assigned to external computers trying to connect to my ftp server. My problem is that I only want external computers to access my network via port 20 or 21. I have added both tcp and udp for ports 20 and 21 in the windows firewall but I dont know where to force ftp server to use either of these ports when an outside computer is trying to connect. Am I on the right path? What else do I need to do to make this work?
