IIS 4.0 Authentication Problems

I was wondering if anyone can help me. We have this directory on our webserver used for reports, we have it setup so that certain user can log in and view the reports. About two days ago I we tried accessing this folder from a URL. It prompted for me to log in like it normally does and for some reason it does not allow us to log in. It seems like it authenticates to the server and lets us in but then it prompts us to log in for a second time, which does not work. It gives us a 401.3 error. I have read a lot of articles on this error but each one has different solutions which do not seem to work. The adminstrator gets in fine with no problems. I have even added a user with full control and still get the same results. Can anyone explain what is going on here. I am running IIS 4.0
