IE not working / spyware infection

My PC was loaded with spyware and browser hijackers. I think I've cleaned most of them out, but now my IE will not work. I was getting a "This page cannot be found" message, but now I'm getting a message that my request is being stopped by the SAS Proxy.
Is it possible that the damage done by the spyware infection has changed my proxy settings and is keeping me from connecting to the Internet?
