Is he running IE6, IE7 or IE8? If it is IE8, you may want to uninstall it and revert back to IE7.
For some reason, all the security built into IE8 causes it to stall for some time before opening.
IE7 will work fine. I have reverted that on many PC's and it opens immediately.

IE8, BUT THE ISSUE WAS AROUND BEFORE I INSTALLED
7. BUT ILL RETRY IT. I RAN MALWAREBYTES AND IT SAID
THAT MYWEBSEARCH WAS THE ONLY ISSUE. MY BOSS
DOWNLOADED
POPULARSCREENSAVERS(MYWEBSEARCH). ITS
ADWARE. BUT IT NEVER GAVE HER TROUBLE BEFORE.
SHE IS ADAMENT ABOUT KEEPING IT.

AND THE HIJACK SHOULD BE NEW, I JUST INSTALLED IT
ON HER MACHINE TODAY.

Dump the MyWebsearch as quickly as possible, also check in the events log and see what errors are in there. It is in control panel/administrative Tools/Event viewer.

I DID LOOK INTO EVENT VEIWER, NOT REALLY SURE WHAT IT MEANS THOUGH. I HAD 2 ERRORS TODAY AT 1:00AM SAYING Windows cannot query for the list of Group Policy objects. A message that describes the reason for this was previously logged by the policy engine...

WAS A USERENV ERROR.

Thats normal for IE. IE is soooo slow.
I'd switch to Mozilla Firefox 3 - it's free, has more features than IE and is much faster.
