You have two option to block the automatic installation (each require reboot to take effect)
1. By editing the registry (Always back up the registry first):
a) Open your favorite registry editor.
b) Navigate to: HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Internet Explorer \ Setup \ 7.0
c) Create a DWORD value named DoNotAllowIE70.
d) Set the data value to 1.
or
2) Download GUI tool called IntelliAdmin IE7 Blocking Tool HERE.
