how to remove winser.exe

When computer start,winser.exe is running and creating a file,name of it is "out.bin". I look up regedit,startup,and msconfig but i cant find anything.i delete file but next resatart it appears again.I use antivir with last update.İt also detect and deleet the file but next start again,again,again...
