Only the ISP you mentioned will have that information. It is highly doubtful they would reveal this without a court order. If the email is SPAM then the IP you have is probably not that of the original sender. SPAMers go to great lengths to hide their true identity.
Thank you, LMiller7. What about the software or programs advertised on some websites that claim that they can provide the IP owner's information with a fee (like $30-$40)? Do they really give the actual owner's information or still give the ISP's information?
