How to disable the use of modems

Hi all,
Basically, what i want to do is find a way to stop users from bringing in modems from home and plugging them into their laptops at work (effectively, subverting any defined Internet-usage policies).
Is there any way to either enable port security for phone jacks on the wall, or to disable the use of PCMCIA cards?

There are no ports on analog phone lines. This is more of a Policy issue. The key is to make sure the the repercussions are clear if the policy is violated, and then enforce the Policy.
You could probably find a way to disable the PCMCIA cards, but what about the built-in modems? How do you deal with those?
