How to clear a wininet.dll error

Dell Dell 1 gb module for dell dimension...

Specs: Windows XP
When I turn my computer on it tries to boot, but then it goes to a blue screen that says

STOP: C0000221 {Bead Image Checksum}
The image Wininet.dll is possibly corrupt.

The header checksum does not match the computers checksum.

I can't go anywhere from that point! Is there anything easy that I can do or should I just take it in to be repaired. I can't go to any of the repair sites since I can't get passed the blue screen.

Do you have a Windows XP CD by any chance?.. You can use the recovery option in that. Are you able to get into Safe Mode at all?. (Tap F8 repeatedly)
