Create a user account for your child. To do this, open the Control Panel by clicking the Start menu and selecting "Control Panel." Double-click "User Accounts," click "Manage another account," and hit "Create a new account." Name the account and mark it as a Standard user.

Return to the Control Panel and double-click "Parental Controls."

Click the user account you created for your child and set Parental Controls to "On."

Click "Web Restrictions" and check the "Block File Downloads" box. Your child will now be unable to download anything without your permission, including games.
The best option is not censorship or total blocking, install a WOT Web Of Trust browser tool and teach her how to browse safely, or when she gets older she will find loads of trouble on the net.

I agree teaching the child how to protect themselves is the best option.

Im just trying to help a person who obviously cares for their Daughter.
In this day and age kids learn faster and more and more, we have to accept that.
Its like a flu vaccination, if you dont get exposed you will have no immunity.
