How do I trace an IANA IP address?

Specs: Windows XP
My personal email was illegally hacked and I am being blackmailed. The local police does not have the resources (or knowledge) to solve this.

Although the local police department is working on this, they can't seem to get past IANA. I'm not a computer expert; however, if this were a matter of national security, I KNOW that SOMEONE would be able to find the culprit.
