how do I allow all add ons for IE?

Specs: Windows XP
I keep getting a window that says IE is currently running with add-ons disabled, but when I go to the window to manage add-ons, it indicates that everything listed in all catagories are already enabled. Where do I go to program my computer to allow all add-ons?

Go into "c:\program files\internet explorer".

You should find a file "iexplore.exe". Make a shortcut to it then cut and paste the shortcut to the desktop. Does IE work properly from this new shortcut?
