How can I remove Windows Precaution Center

Specs: Windows Vista
Hi,guys there.
My poor Windows Vista met Windows Precaution Center error,I just could not stop it by the Task Manager,its scannings and warnings had drived my mouse busy like a bee.and I cannot see its deatails on the software pool.
How can I remove it?
any more ideas?

The >Windows Precautions Center< is a fake program that infects your computer.

It starts before the Windows Desktop appears, so, to access the Desktop, allow the program to do it's fake scan.

Press OK at the fake scan, and when it is finished press the Fix Errors button.

At the Update Manager screen close the program by clicking on the [X] at the top right of the Windows Inspection Utility.

Now you can get to the Desktop, for now.

If the infection does let you download files on the infected computer, download the files/programs requested below to a clean computer and then transfer them to the infected computer. You can use a USB flash drive, or other removable media (CD/DVD, external drive).

Now, download iExplore.exe, which is a renamed copy of RKill:

Save the file to the Desktop, and double-click on it.
Ignore any messages, and allow the file to run until the command window closes.

Next, in order to get the Windows Desktop displayed properly the next time you reboot, do the following:

Please start Task Manager (Press: Ctrl Alt Delete simultaneously)
In the Task Manager prompt, click on File (upper left) and select New Task (Run...) from the menu.

In the Create New Task, Open area, type Explorer.exe
Press: OK

You should be back at your Windows Desktop.

Once your Desktop has returned the first thing we need to fix a Windows Registry value.

Download the following Shell.reg file:

Save the file to your Desktop.

Locate the shell.reg file on your desktop and double-click on it.
When Windows asks if you would like the data to be merged, allow it to do so.

Without a reboot, download Malwarebytes’ Anti-Malware (black button with green and white icon) Save to the Desktop:

Double-click mbam-setup.exe and follow the prompts to install the program.

Run Malwarfebytes’ AntiMalware and update the program.
Once updated, select Perform Full Scan and click the scan button.

When the scan finishes, click OK in the message box, and you will see the results of the scan.

Click the Remove Selected button to get rid of the malware.

When Malwarebytes finishes, you may be prompted to reboot. If so, reboot.

Please post the Malwarebytes log in your reply so we can see where we are at, and plan any additional removal strategy.

Restart your infected computer, press F8 to enter "safe mode with networking", Windows Precaution Center is not running there, you will be able to search the files listed on this guide to and removal them manually
