how can i get rid of this!!!!

okay so my sister being the idiot she is thinks that pop ups that come up on the internet that look like windows warnings said yes to download some toolbar. now the problem is it wont go away. i will uninstall it and it will go away for the time being i restart and its gone too. but if i do an adaware scan, it says it couldnt remove some things and it says to reboot and it will get rid of it, but then it adds the tool bar again! please help! this toolbar is called websearch toolbar!!!
