CPU/Ram: AMD Athlon 2600/512ddr

Please give me a hand here. I am unable to open internet explorer and when it does open, the homepage goes to about:blank and there is a security toolbar that cannot be removed. I don't know what virus this is and have no idea how to fix it.

I would suggest safe mode with networking, then running some online scans with housecall and Kaspersky or even BitDefender.
That should help get you going in the right direction.
