I have two files that I can not remove
C:\System Volume Information\_restore{202550A8-7A33-4BCA-9586-051D24DDBF8F}\RP91\A0031693.exe
The other one is practically same with different Axxxxxxx.exe number.
I tried avast, ewido and zone alarm but did not get them remove. Does anyone know what this file is and how to remove them?
I have a korean window with a korean manufacturer.

Those would seem to be System Restore files, which are normally protected by Windows.
If you disable System Restore, they will be purged (along with your restore points) - you can reenable System Restore afterwards
I recall reading somewhere that System Restore files may be disinfected in Safe Mode - don't know if it's true or practical

After disabling System Restore, I tired to get access to C:\System Volume Information folder. However a pop-up came up and says I don't have access to the folder. (I am the only user of this computer) How can I get the access?

You shouldn't need to - disabling the feature should dump any restore points, including the infected ones
Try scanning and see - mind you, I've no idea what else may be going on in your system, or what this supposed infection consists of - you've mentioned an antivirus program, an adware/spyware remover and a firewall
