Does a chatroom monitor or host have the ability to access an ISP# of someone in the chatroom? If so, would this be consisered "hacking" or illegal? And what information would this actually provide to them? What would stop them from accessing private information i.e. online bill paying, banking, etc?

No, the modeerators only have access to the information you provided when you signed up and your IP address.

It is usually the IP address that they block if they don't want you to participate anymore.
