Hacked computer, can't identify virus

Not sure what happened, but every time I try to run windows, yellow ^^^^^^^^^^^ lines cover the lower 1/3 of the screen, and everything locks up. When I try restarting, the screen is multiplied into eight different screens and it blacks out at the windows loading screen until I reboot. Unfortunately, the first time I just let it use system recovery on its own and it ended up using the most recent which apparently deleted all previous system restore points so the oldest one (and only one) I have is from today, at 2PM, about two hours before the system was compromised, and recovering from that point seems to result in the same problem. Avast was running at the time but was not able to detect a problem. Is this a virus or a hardware problem?

The only way to delete them is if YOU do it.

Have you tried a repair install?

Have you tried tapping f8 and going into safe mode?

Well, I certainly didn't delete them, and there are none now. I don't think this is a mainstream virus.
