firewall, security center error

When I open security center I get the security center is currently unavailable because the security center service has not started or was stopped.
When I click on Windows firewall I get, "Windows firewall settings cannot be displayed because the associated service is not running. Do you want to start the windows firewall internet connection sharing (ICS) service?" When I check yes I get "Windows cannot start the firewall ICS service."
If I go to services and double click on security center, set startup type to automatic and service status to start, I get: "Could not start the security center service on local omputer. Error 1075: the dependency service coes not exist or has been marked for deletion." I get the same response if I try to start Windows Firewall Internet Connection Sharing (ICS).
i have tried solving the problem with repair or winnt32 /unnatend at the end of installation i get error copy file.. cmprops.dl_ etc.. lots of them and cant copy them although they are on cd. i had an bagle/beagle infection cleaned befor my firewall and security center got disabled. Is there any other solution?
