Firewall blocking some websites

I'm trying to help someone who has Norton Internet Security 2006.
They can't access a few websites in IE6. One website is Webshots.com. They can access it through their AOL browser but not IE6. They also can't get Weatherbug working.
They've allowed these programs under manual program control. The block ads and pop-ups has been turned off. They just installed this Norton software for the first time this morning and have had problems since then.

Well I know Weatherbug installs spyware with it. The only reason I could see it not accessing the website was that with the NEW IE6 it put a security level on higher and it doesn't allow activex controls from select websites.
