A long shot: contact the ISP owning the IP pool.

Along the same lines as sluc,

Do a whois query on their IP address and the result of the lookup should provide their ISP, also on the page should be a contact email to report abuse where you can provide their ISP with the offending IP and MAC addresses and whichever other details you would like to inform them of.

Aside from that privacy laws will probably prevent their ISP providing any other details to you.

Does the hacker/attacker actually manage to penetrate/gain access?

Besides trying to trace/locate etc. the individual(s), have you also changed your router's SSID and the access-key; and also invoked some level of access control - mac filtering at least?

Without revealing the full IP address and MAC address, it could be both
helpful and interesting to know how you determined that your computer
is being attacked and how you determined the attacker's IP and MAC
