explorer.exe corrupted & Ctrl+Alt+Del broken

Specs: Windows XP Pro
Hi everyone,
I have been hit by a bad virus that disabled my Ctrl+Alt+Del
I get this error message when I try to open the Control panel: "task manager has been disabled by your administrator"

I have started my Norton scan and removed bunch of viruses and then rebooted the machine, however ever since then, I am unable to see any of my icons (Once I am logged in - My desktop has disappeared leaving nothing but wallpaper - issue)

I have read that I can fix that by doing these steps:
Open a New Task box and copy the following line into it:
Click OK to open an explorer window of the restore folder.
Then doubleclick rstrui.exe to start system restore

Restore to a point before your problem began.

However my issue is I am still under attack buy the first virus and can't use Ctrl + Alt + Del

I have tried F8 and boot with every option possible, still I only get that black desktop wallpaper and can't use anything including Ctrl + Alt + Del!!!

Please any advise would be appreciated!!
I have never seen this and not sure how to fix this without access to cmd or the control panel.

I just hope that who ever is creating these viruses is very happy with them self, as they keep making many people life miserable.

But I am facing the issue with me not being asble to see any of my icons I see a blank page just the wallpaper, so I can't even get to the start menu :-(

Dude you sare awsome!!!!
I fixed my start and icons issue and I ran the Ctrl + Alt + Del and that fixed it!!!
