I am running an exchange server in Win Server 2003 and need some better spam/virus filters. I have enabled the Intelligent Message Filter and regularly update it, but a significant amount of spam still gets through. I know there are a decent amount of commercial products, but I dont have the money to spend $20-30 per user. Any suggestions on how improving this?

Exchange servers are always expensive. Sometime its worth paying for good filtering because of the amount of time wasted dealing with spam & viruses.
Google's Postini is a fantastic spam/virus filtering service. Price starts from $12 per user per year. It won't let you down ;)

For my money, I would have to suggest any of the Barracuda spam filter products. They are costly, but well worth it. All of the clients where we have installed these have seen a 95%-98% reduction in the amount of spam that gets through.
Depending on the number of users you have, this might be a more cost effective solution as it is a central appliance and can filter for the entire domain or even multiple domains.
They also offer a 30 day free trial so you can see if it would be worth it for your particular situation.
