I constantly keep removing this from add/remove programs but it comes back. It shows up in registry HKEY-Local-machine/software/elitum/elitebar can I just delete these from the registry

I would try and remove it in safe mode, if this does not work then I would delete the registry entry manually after trying Spybot and AdAware.
