Downloader Virus Help

Norton Antivirus gives me many notifications of a virus simply called: Downloader. The files associated with it start with t1156*.dll and t1156*.exe. Norton quarantines the files, but more keep showing up after I reboot. Some of the files are called t1156974077.dll t1156874077.exe.
I've tried Norton, Spybot S&D, HiJack This, Avast! and nothing seems to work. Please help.

did you turn off system restore to remove those problems?

Yes, system restore was turned off. I can delete these files, which are located in the Documents & Settings\Temp directory. They always come back, however.

try spyware blaster and also I read that Trojan Remover has a trial and will delete it: http://www.simplysup.com/

I tried Spyware Blaster and Trojan Remover but they did not even detect the .dll and .exe files.
