Downloader. Trojan

My computer was infected with trojan virus. I removed it successfully after scanning with Norton Antivirus. using Norton's procedure of running the pc in safe mode and then scanning again i deleted the file named-- eied_s7_c_85.exe within C:\eied_s7.cab . But when i logged on to the internet again the popups started coming and disturbing. I scanned again but Norton did not show any trojan. What do is do now, the infected file is deleted but the popups still go on coming

Any suggestions??
