Does TDSS c!mem prevent safe mode operation?

Specs: Windows XP
I've followed all the advice that has been posted on to get rid of TDSS and although this seems to have had some good success, when I try to open the PC in safe mode, it keeps re-booting and simply won't let me do so.
I've run rkill and TDSS remover, followed by a Malwarebytes Anti-Malware scan which identified a further 4 infected files, which I removed, but still it won't open in safe mode.
Is this connected? and is there anything else I need to do?

trojan remover and
hitman pro and allow them to fix your
problems. Once they run clean you should uninstall them in "all programs" using their own uninstallers, NOT in add/remove as that will not uninstall them properly...Good luck
